As India hosts the 18th BRICS Summit in New Delhi, the intergovernmental bloc—comprising founding members Brazil, Russia, India, China, and South Africa alongside expanded members including Egypt, Ethiopia, Iran, Indonesia, and the United Arab Emirates—stands at a major financial crossroads. A central theme on the agenda is the proposal to integrate Central Bank Digital Currencies (CBDCs) and interconnected fast-payment rails to facilitate direct, local-currency trade settlement across member states.

Driven by the urgent imperative to reduce foreign exchange friction, accelerate cross-border transaction liquidity, eliminate settlement counterparty risks, and lessen structural reliance on Western monetary clearing infrastructure (such as SWIFT and the US Dollar), the initiative seeks to establish a resilient, sovereign-backed, interoperable digital framework for the Global South.

1. Readiness Assessment: Which BRICS Nations Need to Develop CBDCs?

To build an integrated cross-border digital settlement network, member states must operate functionally compatible Central Bank Digital Currencies. The readiness across the expanded bloc varies significantly, ranging from advanced operational systems to nascent conceptual frameworks.

Key tasks include transitioning from proof-of-concept (PoC) models to functional wholesale CBDC infrastructure, enhancing cybersecurity and tokenization standards, and enacting legislation recognizing CBDCs as legal tender.

Early-Stage Members (Egypt, Ethiopia): These nations face foundational capacity building. Priorities involve establishing central bank core infrastructure capable of handling high-throughput digital ledgers, developing legal and AML/CTF frameworks, and securing technical assistance through the New Development Bank (NDB).

To convert the proposal into a durable payment infrastructure, BRICS leadership must execute a coordinated strategy across technical, regulatory, governance, and financial dimensions.

Technical Interoperability & Open APIs: Rather than forcing member states to abandon their sovereign digital currency designs, the bloc should adopt an open-architecture 'bridge' model (similar to BIS's Project mBridge). Standardized Messaging Protocols such as the BRICS Decentralized Cross-Border Messaging System (DCMS) must be deployed.

B. Liquidity Backstops & FX Swaps: To prevent currency depreciation caused by structural trade imbalances, central banks must establish pre-arranged bilateral and multilateral foreign exchange swap lines.
